Odessa interview decision sparks council rift over city manager search

Odessa spurs a clash in the City Council over a secret decision to interview Jack Dillard for city manager. Dillard, longtime Odessa employee since 1969 and former acting city manager, was not among the finalists but was slated for possible interview after a closed meeting. The council trimmed the field from six to four finalists, including Temple, Arlington, Fort Worth officials, and Acting City Manager Chester Nolen.
