Defunct integration fund may be back

The House approved a bill to revive federal aid for desegregation via a national competitive grant program under the Emergency School Aid Act. The measure, a 299 to 120 vote, would authorize 100 million dollars in 1984 and follow with funding through 1986, for districts to use on staff training curriculum and magnet schools, but not for busing.
