Senate approval of 44 million for displaced oil and gas workers bypasses Gramm Rudman limits and adds to a 3.9 billion emergency FY1986 funding. Senators Johnston and Bentsen pressed for aid. Gramm urged restraint, citing Texas unemployment at a May high of 9.6 percent and 779,000 jobless statewide.

The Texas Employment Commission shows Upton County unemployment rose from 1.8 percent in December 1985 to 10.9 percent in April. Halliburton Services in Rankin reports sharp job cuts as oil prices hover around 20 dollars per barrel, with about 63 percent fewer workers than a year earlier.
