IRS leaders faced new scrutiny after a Treasury Inspector General report showed senior officials received luxury hotel upgrades and free meals at a 4.1 million training conference in Anaheim in 2010.132 IRS employees benefited from room upgrades as costs rose despite limited safeguards until 2011. The disclosure coincided with congressional hearings on IRS targeting allegations affecting Tea Party and other groups seeking tax exemption.
