Odessa Police say 18-year-old Carlos Rico Jr and 17-year-old Annalicia Decenes were stopped on East Second Street for no inspection sticker. Officers found 21 grams of methamphetamine, under two ounces of marijuana, a loaded automatic handgun, and paraphernalia.
