AP reports Kabalega Falls National Park in northwest Uganda has been devastated by Idi Amin's troops. Once home to tens of thousands of buffalo elephants and hippopotamuses, only a few animals remain after a three day trek across the rolling plains. The park, famed for its waterfall on the Victoria Nile, saw wildlife poached as Amin's forces invaded to kill elephants for ivory, felled Uganda's tourist industry, and drove foreign visitors away from the country.

Parts of tax relief program now in effect
Parts of the tax relief program approved by voters last November have taken effect in Texas. The bill HB1060 sets exemptions on homesteads, including 5000 dollars off school taxes with seniors and disabled residents eligible for another 10000 dollars. Non business cars are exempt from local taxes, intangible property is exempt, and farm land valuations shift to cash crop production. A spending cap links state spending growth to Texas personal income.
