Texas no pass no play rule labeled overkill by survey
A national survey shows Texas no pass no play is called overkill by the Texas Association of Secondary School Principals, while Education Commissioner Bill Kirby says the rule is a model others may follow. The group cites 43 responses from other states, noting most require passing three to five courses, with Hawaii and DC requiring all courses.
