A Commerce Department and SEC survey shows businessmen expect only a 2.7 percent rise in capital spending in 1971, the smallest gain since 1961, despite Nixon’s multi billion dollar tax break plan. Nonmanufacturing spending rises offset a 4.2 percent manufacturing decline.
The Nixon administration voices disappointment over a three year 30 percent aluminum wage pact and warns a larger steel industry settlement could threaten the economy. Union leaders in steel coal copper and other sectors have promised higher raises, while talks extend to 500,000 Bell system and Communications Workers workers with demands from 25 to 30 percent.
President Nixon calls for a national offensive to fight hard drug addiction, citing it as a national problem beyond Vietnam veterans. He proposes cutting overseas sources, prosecuting pushers, treating addicts, and launching a major information program, while considering Vietnam era access and prices. He plans talks with Defense Secretary Laird and service chiefs on drug use among U.S. troops in Vietnam.
