City mulls pet rules to curb neglect and overbreeding
Odessa officials consider an ordinance to protect animals from hot car neglect and to promote responsible pet ownership. The measure may allow GPS chips in pets for a $20 fee and seeks to raise the shelter cap from four to six animals per household while addressing overcrowding and breeding practices.
