Abbott pushes call for a constitutional convention to rewrite the U S Constitution
In a 92 page document to the Texas Public Policy Foundation in Austin Gov Greg Abbott urges a states led convention to amend the Constitution. He proposes nine amendments dubbed the Texas Plan to curb federal power and limit federal authority while maintaining a balanced federal system.
