Red flag warnings highlight state fire risks and prudent outdoor rules
Firefighting crews operated statewide through the dry July and August period with red flag conditions feared into November. Experts warn that people ignite grass fires with fireworks, cigarettes, or hot catalytic converters from idling cars. Outdoor burning is banned under red-flag warnings and wide control lines to bare soil are advised. Park officials stress zero ground fires and caution campers to avoid cigarette and glass litter. The Keetch-Byram Drought Index places Ector County in the 700 to 800 range, signaling extreme dryness.

Oil Spill From Trailer Accident In Pasture
Ortiz reports the crash caused extensive head injuries to the driver while about 181 barrels of crude spilled from the trailer. The rupture damaged the trailer side but none spilled on the highway. The spill remained in the pasture where the truck stopped and did not close roads. Randall Ross noted the Railroad Commission was alerted but not in its jurisdiction. The TNRCC sent a hazardous materials crew from Austin. Assisted by Troopers Bilano and Wadsworth.
