Parolee Kenneth Parnell arrested again in child seizure case
In Berkeley, 71-year-old Kenneth Parnell was arrested on charges of conspiracy to commit child stealing and solicitation to commit a felony after an informant reported he expressed interest in buying a child. No child was handed over and no other arrests were made. Parnell previously kidnapped Steven Stayner in 1972 and a 5-year-old boy in 1980, serving five years’ time in prison. Stayner’s father expressed shock at the renewed risk to children.
