Downtown Odessa plans fall flat in 80
Downtown Odessa’s effort to revive the central business district in 1980 faltered after voters rejected the Centennial Center proposal in December. The setback dimmed hopes for downtown hotels near the center, with only two landscaped parking lots at Fourth and Grant seen as last year’s development. City officials discussed a police and courts building but with no timetable. Granada Royale hotel plans, unrelated to the center, remain in fund-raising and feasibility stages with location and timing undetermined.
