Governor signs Ector County Court at law measure as Odessa voters face a 3.238 million bond election with four propositions for water sewer street and park improvements. Polls open 3 am to 7 pm with heavy turnout expected and details on each proposition including water tank, treatment plants, sewer digester, street widening, drainage, signals and park developments.
Governor Price Daniel signed the bill into law on Monday, creating a new county court at law in Ector County. The measure, approved by both chambers two weeks earlier, became effective immediately.
Local officials race to appoint a bench as a new court at law would take civil, probate, and other matters. The county judge would gain full administrative control, freeing the judge from judicial duties. Appointment rules require a Texas attorney with five years practice and two years in Ector County. The term begins after the near general election.
President Eisenhower is reported ready to mount a stronger push than last year for the 2.93 billion dollar foreign aid request. Republicans fear a veto on deep cuts while Democrats hint at offsetting increases in other outlays. Eisenhower warns the U S could be drawn into a garrisoned hemisphere without continued aid. Viet Nam is cited as justification for defense support. Senate Democratic Leader Johnson says he helped restore funds after House cuts. A detailed plan will be outlined in a mid March message to Congress.

Odessa city officials forecast a potential rise in water rates and taxes if a four bond package passes. Revenue bonds total 15.545,006 for water and sewer upgrades while tax bonds total 1,693,000 for street and park improvements. City Manager Dick Pepin cautions growth may not cover all costs, and raises could occur within two to three years, or even without the bond issue if needed work proceeds.
BERLIN New Hampshire AP two Dartmouth Medical School faculty members Dr Ralph E Miller and Dr Robert E Quinn were reported missing after a single engine plane vanished Saturday en route from Berlin to Lebanon with a heart patient. Snow and freezing conditions hampered a 70 mile mercy night search as volunteers and spotters scoured the White Mountains. Authorities feared for their safety as temperatures sank below zero and winds gusted over twenty miles an hour.
A Pacific cold front swept clouds from most of Texas with mild daytime temps expected and cool nights. Dust rose in the Panhandle with winds up to 50 miles per hour. Braniff Airways flights delayed arrivals at Dallas Love Field though rain lingered in Southeast Texas. Galveston reported a thunderstorm this morning while West and North Central Texas saw clearing skies. Freezing temps were noted only in the Panhandle.
Dense fog paralyzed Houston as all vessels could not enter or leave the ship channel. Airliners were grounded and landings halted around 3 a.m. Vessels including tankers and freighters stopped at Galveston Bay about miles off Galveston. No departures were scheduled from midnight to 8 a.m.
Washington AP reports cold rain forced a postponement of the ground-breaking ceremony for the east front of the Capitol. The event, originally set for today, will be held Tuesday with expected participation by government officials.
In Moscow the British prime minister and Soviet premier held a two and a half hour session in the Kremlin, discussing disarmament deadlock and topics of mutual interest. Foreign Secretary Lloyd and Ambassador Reilly accompanied Macmillan. Pravda gave brief play to the meeting while noting the Red Army anniversary.
