A Texas Senate committee approved a bill removing the requirement for teachers to pass a subject-matter test. Lawmakers cited cost and questions about ensuring quality, favoring the Texas Teacher Appraisal System instead. The measure moves to the full Senate after testimony from teacher groups and educators.
Presidential spokesman Marlin Fitzwater said the White House was unaware John O. Koehler joined a Nazi youth group at age 10 when Reagan named him communications director. Koehler agreed he was in the Nazi youth but said it was not in the resume he submitted. Koehler will not work at the White House until March 2 and met with personnel officials to review his record.

He expects final criteria by April and plans talks with Reagan. The project could create about 12 000 jobs and inject around 4 billion into Texas. Senate supports bringing the collider to Texas.
