Balmorhea patrolman Fred Parrott, 27, shot Ida Gonzales after a high speed pursuit near Kent when she forced him at gunpoint to drive and threatened to kill. Gonzales, 22, died from a chest wound. two companions were detained and face charges in Reeves County.
President Nixon delayed any definite action on oil import control. A Cabinet task force split on tariffs versus quotas, with Interior Secretary Hickel and Commerce Secretary Stans opposing tariffs. Policy was shifted to a new interdepartmental panel chaired by the Office of Emergency Preparedness director, while Interior’s Oil Import Administration retains normal duties.
A plant experienced such crew change that vice presidents were painted on door panels in watercolor. The striking display highlighted rapid personnel shifts and managerial turnover within the facility.
The Senate passed a 35 billion education aid bill after defeating Southern efforts to add a ban on court ordered busing for school integration. In the House, Dixie forces won by attaching antidesegregation amendments to a HEW-Labor appropriations bill that bars federal money for forced busing, legalizes freedom of choice plans, and tightens funds cuts for noncompliant districts. The 19.4 billion HEW-Labor measure faces further controversy.
Secretary Melvin Laird told Congress that Soviet expansion of missile forces could place the United States in a second rate strategic position by the mid-1970s if the buildup continues. His 167 page report, released by the Pentagon, stresses dangers to SALT prospects and supports expanding the Safeguard anti missile defense to safeguard a strategic balance.
Light sleet fell near Dryden as a front pushed into West Texas with a snow storm in El Paso. Forecasters said the main impact would stay east of Odessa Midland, with a 20 percent chance of light rain tonight and Saturday. Temperatures ranged from 24 to 76 across the region, and a heavy snow warning was issued for Guadalupe and Davis mountains with 3 to 5 inches expected in the range.

AUSTIN AP The State Insurance Board weighs two proposals to raise homeowners insurance costs for Texans amid inflation. One-year policies may replace three-year coverage, while higher rates for fire, extended coverage and homeowners policies are recommended. Actuaries estimate statewide increases averaging 1.7 percent for fire, 6.9 percent for extended coverage and 18 percent for homeowners. Ned Price says rates to be set by end of March with July 1 implementation. The Texas Insurance Advisory Association argues one-year policies better resist inflation. TIAA advocates mandatory $250 wind, hurricane and hail deductibles. Robert Miller of Dallas notes implications.
Odessa homeowners face possible premium increases if State Insurance Board staff recommendations are approved. North northeast inland territory including Midland Abilene Odessa Lubbock would see a 19 percent average extended coverage rise and a 25 percent homeowners rise, with fire insurance up about 3.5 percent stateside. Two local firms quoted rises in example policies from $45 to $47 fire, $344 to $420 homeowners, and $203 to $222 extended coverage, or brick veneer home from $295 to $369 homeowners, $45 to $46 fire, and $168 to $200 extended. Ned Price chairman said rates decision comes by end of March with July 1 implementation if approved.
