IRA Bomb Disrupts Northern Ireland Peace Hopes

A deadly IRA bombing in Britain's Docklands upended hopes for peace a day after the group ended its cease-fire. Sex Offender Publication Law Confuses Officials in Texas

Forty four Ector County offenders registered since September amid a state public notification law that went into effect Sept 1 1995. Gov Bush amendments create contradictions between House and Senate versions, making it unclear which offenders must be published and under which criteria. Parolees’ Names Withheld Under Texas Sex Offender Law

By 2005 more than 7000 new sex offenders will be on Texas streets yet most will not have their names or addresses published in local papers upon release. Law exempts many offenders convicted before 1995 or 1989 from notices or registration. Miller notes nonretroactive rules limit public alerts, though studies show offenders are less likely to reoffend than burglars.

HIV Infections High Among Young Men In Study

The study finds HIV rates of 5 percent for ages 15 to 19 and 9 percent for ages 20 to 22 among young men, with 4 percent whites 7 percent Hispanics and 11 percent blacks infected. About 38 percent reported unprotected anal sex in the past six months, prompting concerns over continued risk despite HIV awareness. The research involved interviews and tests of youths who gather at clubs bars beaches and street corners frequented by homosexuals as investigators seek reasons for not protecting against AIDS.

Dogs missing after kennel fire in West Odessa

A West Odessa kennel fire left more than two dozen dogs unaccounted for after flames swept through a home and kennel on Southern Trail. Firefighters battled 40 mph winds as the roof collapsed. Joseph Fuller, 18, got two dogs to safety before crews arrived.
