Odessa City Council sidestepped a charter rule to open bids Tuesday and awarded 5049 for a 10 by 30 foot addition to the Traffic Engineering Warehouse after deeming the project an emergency to avoid delays in replacing street signs.
Kermit Chamber of Commerce installed Calvin Dunlop as new president at a Monday night banquet attended by nearly four hundred. Ed Stuart praised past presidents for guiding progress as the Odessa Up With People group performed. New officers and directors were introduced, with several longtime local leaders named for key roles.
The Odessa American lists subscription and delivery rates for Odessa and Ector County. Home delivery in Odessa and Ector County is 2.00 per month, with varying rates for retail zones and other zones. Mail rates are posted as 29.00 per year and shorter terms, with single copy prices at ten cents daily and twenty cents on Sundays.

Final arguments were underway Tuesday morning in the robbery by assault trial of Guy Harold Pyeatt, 25, of Odessa. District Judge J. H. Starley overruled a defense motion for an instructed verdict of acquittal. Pyeatt is charged in the June 28 robbery of Daryl Barber, attendant at McLain's Service Station west of here on U.S. 80.
County court notes marriage licenses issued for 14 couples including Roy Lackey and Cora Rains and Julius O Pry with Mable Timmons. Criminal charges include defrauding, carrying a weapon, intoxicated driving, theft, and child desertion. District court lists divorce suits. civil suits for damages. Medical Center Hospital records admissions and dismissals, plus multiple births, and a series of traffic accidents with injuries and property damage.
Spectators fled as a decorated car broke through barriers while Mullins remained in a tense standoff. A Dallas youth claimed to be his girlfriend’s former boyfriend and offered himself as a hostage but was restrained. Mullins delayed a decision until 9 p.m. then listened to radio news before operations halted and Miss Lewis was shot during her escape attempt.

City detectives Tuesday investigated three burglaries. Texaco at 4201 East County Road lost about $100 from a cash drawer and two socket sets after entry through a north side window. Croclett Junior High School was entered through a north side second floor fire escape window. only ice cream packages were missing. Floyd's Chevron Station at 2701 West County Road saw a pry of a gum and candy machine, with $3 to $4 in change taken from a desk and cash drawer.
In the canal faced delta South Vietnamese soldiers sustained heavy losses with 12 dead and 35 wounded among troops after a withering machine gun and small arms assault. Earlier, Phu Bon endured a dawn assault with 50 to 100 mortars before a ground attack on the military HQ, leaving 12 government troops and at least seven enemy fighters killed and civilian casualties rising.
Two Big Lake residents were hospitalized in Midland after a Monday night accident on an unmarked county road 25 miles south of Midland. Robbie Proctor, 27, is in serious condition with multiple fractures and facial injuries. Alvin Jones, 26, is in fair condition with severe facial and head lacerations. A 1968 pickup swerved due to a possible wheel bearing failure and overturned in a ditch in Glasscock County. Investigated by Patrol Officers Ralph Ward and Richard Petty of Midland.
Charges of driving while intoxicated were filed against two men in Ector County Court. Luis Carrasco Sanchez, 39, of 1001 Summer, and Alfredo P. Tarango, 26, of Midland, were arrested near Odessa and at Grandview and Interstate 20. Both men were released Tuesday on bonds of 1000.
Midland autopsy ordered after a 25 year old woman identified as Letty Louise Sandhin Stevens was found shot in her north Midland apartment. A .22 pistol lay nearby and Justice of the Peace John Biggs indicated the wound appeared personal safety related. coroner’s verdict pending autopsy results. Funeral plans listed in Alpine. survivors include parents in Amarillo and daughter Robin O’Lain in Midland.
Services for Jess Wayne Parker 74 are set for Wednesday at 2 p.m. at Trinity Baptist Church with Rev. Paul Miller officiating. Burial follows at Sunset Memorial Gardens. Parker, a retired carpenter, died Monday at Medical Center Hospital after about 10 days illness. He came to Odessa in 1943 from Big Spring and was born December 15 1894 in German. He married Winnie Stapp July 15 1916. she died in 1968. Survivors include son B W Parker of 3613 Walnut daughter Sybil Kelly of 1231 South Jackson four brothers Hardy Parker and Will Parker of Hico two sisters Maggie Proffitt and Ida Massingale of Hico four grandchildren and six great grandchildren.
Francis M Doc Woodall 70 retired laborer died at 940 am Tuesday in Medical Center Hospital after a long illness He will have graveside services at 400 pm Wednesday in Odessa Cemetery Hubbard Kelly Funeral Home in charge of arrangements He was an Odessa resident last six years native of Mills County married August 25 1937 in Phoenix to Pearl Best Survived by a brother Roy Woodall Gardendale Funeral notices also report Jack Leslie Herndon 37 formerly of Monahans died Friday in St Josephs Hospital after a heart attack He was born March 18 1931 geologist with Core Laboratories Inc in Bogota Colombia served in US Air Force lived in Monahans about 10 years Surviving are his widow Anita his mother Mrs Irene Herndon of Bryan two brothers Roger Herndon Odessa and Joe Ward Bryan a sister Mrs W D Langley Bryan.
A 3 year old girl, Annette Manning, daughter of Mr and Mrs Jerry Manning of 2406 West Eighth, was treated and released from Medical Center Hospital late Monday after swallowing aspirin.

Alfred T. Riggs a 53 year old former Odessan was fatally injured when his Metairie home burned at about 5 30 am Survivors include his wife Wilma a son David Riggs a daughter his mother Mrs J T Riggs of Roscoe and five brothers C M Frank D S Curtis and John Riggs Riggs moved from Odessa about 12 years ago where he worked as a paint contractor multiple relatives are listed including Odessa City Councilman C M Riggs
A two car collision at Sixth and West County Road Monday left James Seale 41 address 2119 Stoner Road with facial lacerations and bruises. He was treated and released at Medical Center Hospital after his 1956 car left the road and struck an electric pole then another 1956 car driven by Kenneth Ray Murphy 25 of 21 West 36th.
