More than 4,000 Odessa households and businesses lost phone service after workers cutting four underground cables near 31st Street and Dawn Avenue. The outage began about 11:30 a.m. with restoration expected by 8 a.m. for businesses and 11 a.m. for residences. Cables buried four to five feet deep in concrete. replacement lines required from Dallas arriving by 6 or 7 p.m. Tuesday.
