Tax reform shifts favor to rich while raising payroll taxes
An analysis by the Joint Committee on Taxation and the Tax Foundation notes 1979 tax cuts favor the lowest and highest income brackets while middle earners see net losses due to higher Social Security deductions. A $10 000 earner saves 72, a $30 000 earner saves 315 before payroll tax hikes. Social Security rate rises and higher wage thresholds extend payroll deductions, increasing taxes for higher earners despite income tax cuts. Minimum wage rises to 2.90 an hour this year and to 3.10 in 1980, with tips and overtime rules updated for hotel and restaurant workers.
