Snow and ice paralyze Permian Basin roads in winter weather
Odessa and Midland faced heavy winter conditions as 1 to 3 inches of snow fell along with subfreezing temperatures. The National Weather Service warned the thaw would take time while black ice coated overpasses and highways. DPS and TxDOT crews spread sand and gravel, closed Loop 250 and SH 191 portions, and urged drivers to stay off roads as wrecks mounted and calls flooded in.
