Panel rules cannot sue over audit targeting political group

A federal appeals panel of the 9th Circuit ruled that the Western Journalism Center cannot sue the Internal Revenue Service over an IRS audit it alleges was politically motivated. The panel said the suit was barred by the statute of limitations, applying a 1996 awareness deadline, though a concurring judge argued the IRS could be sued in such cases. The IRS noted audits of tax-exempt groups are rarely prompted by lawmakers or the White House.
