Higher interest on small deposits eyed with new savings options
Americans may earn more on small deposits as two new instruments roll out. A 22 year high interest savings certificate tied to 2 year Treasuries and the Series EE Energy Bond offer bonuses for hold to maturity. Banks, savings and loan associations, and credit unions can issue these, with minimums set by institutions.

Cited NAS report warns CFCs threaten ozone despite ban
A National Academy of Sciences study warns chlorofluorocarbons remain a serious ozone threat as nonpropellant uses rise in refrigerants and foam, potentially wiping out aerosol gains within 7 to 10 years. If unaddressed, ozone depletion could reach 16.5 percent with thousands of skin cancer deaths. The panel urges global action to ban nonessential CFC uses, following U.S. and Swedish precedents.

Full speed ahead for the Sunset Limited
U.S. District Judge Garrett Penn issued a temporary order expiring Feb. 5 after Amtrak sued Southern Pacific alleging federal law requires inter city passenger trains to have priority over freight unless in emergencies. Amtrak cites repeated late arrivals on the Los Angeles to New Orleans Sunset Limited, especially on the New Orleans Houston leg, while SP cites track work and modernization slowing operations. The order requires reporting of delays over 10 minutes on the affected section with a Feb. 54 hearing set for a preliminary injunction. Amtrak President Alan Boyd calls it a strong first step toward improved performance. Southern Pacific says overall on time performance is good.
