Odessa doctor funds Empty Stocking Fund appeal

The Odessa Penwell site wins approval for the 18 billion FutureGen coal plant with tax relief totaling 35.9 million over a decade. Local governments pledge road work worth 1.7 million and a 150 thousand support package while Odessa approves a water pipeline and a 10 year tax abatement. Union Pacific to extend a coal line and a Texas DOT underpass are planned as part of the site development. Three wells will be drilled on University Lands east of Fort Stockton to study CO2 injection capacity with construction eyed to begin in 2010.
