Congress agrees to allow immigrants to stay in U S

Congress backed a compromise to let up to a million longtime immigrants remain in the United States. The deal includes 300 000 to 500 000 spouses and children of green card holders who can enter or stay while their petitions are processed. About 200 000 people with pending green cards could pay fines instead of returning home. The plan rejects broad amnesty for pre 1986 arrivals and Central American and Haitian cases. It also restores hearings for 150 000 pre 1982 entrants denied amnesty and allows a $1 000 fine for work permit holders seeking permanent residency. A new visa category would cover spouses and children of current green card holders.

Hispanic caucus comes up short on immigration goals

They backed high tech visa expansion, faced veto threats, and left with a pared down package including amnesty, fines, and refugee provisions. Grassroots support and GOP opposition, led by Gramm and Smith, limited final passage despite Clinton-era backing and growing Latino influence.
