City Hall lease plan aims to fund landmark restoration
Philadelphia proposals advocate a 99-year lease of City Hall to developers to convert nine floors into restaurants shops and offices while preserving the landmark. The plan cites $220 million needed for restoration atop an existing $130 million exterior clean, with a third of space kept for city offices and courts and the rest opening as a tourist friendly venue.
