Educators rally to save Fulbright scholarships from cuts
Fulbright alumni and other scholars press Congress to shield exchange programs from Reagan budget cuts. ICA proposes larger cuts, risking scholarships in 61 of 120 countries, with Africa hit hardest. Many lawmakers and university leaders campaign to block the downsizing.
