Agnew Attacks Poverty Programs at Congress of Cities

Vice President-elect Spiro Agnew told over 3,000 city officials that elected leaders, not the poor, should decide poverty policies while urging greater poor participation. He criticized community action programs as sometimes ineffective and warned against dispersing federal aid to new nongovernmental groups. He noted some programs work and should continue, as he argued for strengthening local control.
