Will intelligence reform avert the next terrorist attack

Washington observers debate the 600 page intelligence bill aimed at fixing failures before 9 11 and Iraqi analysis. Sen Bob Graham praises the reforms while veterans warn the changes may not stop threats or connect the dots. The centerpiece is a national intelligence director with budget power over the community and agencies including the NSA. Critics question separating the director from the CIA and warn about timing during wartime. Proponents say the reforms are necessary to improve capabilities and prevent future failures.
