Harvey Arkema plan and Texas flood toll from Harvey’s second landfall
A 2014 Arkema plan warned 11 million people could be affected over 23 miles in a worst case, now deemed very unlikely. As Harvey returned to land near Cameron Louisiana, heavy rain spread from the Louisiana line to Tennessee and Kentucky, with 4 to 8 inches predicted and up to a foot in spots. In Houston area, reflooding continued, 911 calls surged while Meyers neighborhood saw widespread devastation. Texas shelters housed thousands as more than 1,000 homes were destroyed and 50,000 damaged. 24,000 National Guard troops were deployed. Deaths included a couple in a swept truck and a Beaumont resident. Port Arthur faced isolation and rescue efforts continued.
