Odessa weighs pet spay rules shift to post pickup plan
Odessa City Council moves away from mandatory spaying and neutering for all pets. Instead an alternative plan would require spay or neuter when any pet is taken by animal control, while shelter procedures would ensure completion. About 20 percent of strays are returned before intake, roughly 974 animals last year. The change aims to reduce stray numbers with a shelter based approach, despite potential breeding within city limits.
