Odessa Year in Review 1976 Highlights and Developments
Odessa records a year 1976 of political win for Mayor Dan Hemphill and a shift in city finances as a Deloitte audit labels Chamber Visitor's Bureau spending questionable. OHS sees a coaching change, a snow delay, and a 14-6 upset while Miss Texas Carmen McCollum and Elvis Presley shine in local events. The city posts record deposits, strong building permits, low apartment vacancy, and the first Permian Basin Fair drawing 3,000. Major national milestones include Viking 1 landing on Mars, Reagan Ford primaries, Super Bowl X, Apple founded, U2 formed, and Tony Dorsett winning the Heisman.
