Houston senator pushes 7.5 percent tax cap plan
State Sen. Walter Mengden, a Houston Republican, urged a constitutional amendment to cap Texas tax collections at 7.5 percent of the state's economic wealth. He proposed using either the US CPI or US GNP to measure wealth, with a majority voter approval required to raise the cap. He compared the idea to California's Proposition 13 and argued no service rollbacks or job losses would result, calling for greater voter input on the budget.
