Rick Jumper, 37, former National Bank of Odessa vice president, pleads innocent to 11 counts accusing him of diverting funds from 12 loans totaling 1.5 million in 1981 82. He claims FBI retaliation amid weak banking climate and says he cannot afford counsel.
Brewster County Sheriff George Jones disclosed few leads after a January jailbreak freed Mexican inmate Refugio Garden Gonzalez from an Ojinaga jail. Gonzalez, 22, was tried in San Angelo and pleaded guilty to abducting and raping a 39 year old Terlingua woman last autumn, earning 7 years and a $10,000 fine. Attorney Ken DeHart, appointed for Gonzalez, called the investigation unsatisfactory and urged possible Mexican custody.

She urges stricter park use laws while Santa Barbara officials move to end a sleeping ban but close parks overnight.
