Senate Eyes Tax Cuts Amid AFL-CIO Deficit Concerns

AFL-CIO economist Jack Carlson told the Senate Finance Committee that deficits rise as Congress plans about 489 billion dollars in next year’s spending. The panel may expand the House tax cut to around 16.3 billion while resisting the chamber’s 30 billion goal, favoring relief for business and investors. The Carter administration backs the House bill but seeks more relief for lower and middle income earners and a reduced capital gains break. Current law taxes half of capital gains at the taxpayer’s rate with a 15 percent minimum on the other half, for a top rate near 49.1 percent. the House would cut the maximum to about 35 percent and, from 1980, tax inflationary gains less. The House would remove the minimum tax and add a 10 percent alternative tax on gains above a $10,000 exemption, and would offer a lifetime $100,000 home sale exclusion for primary residences, unlike current law which gives only a partial exemption for seniors.
