Gunman Pat Sherrill, 44, a part time postal worker facing dismissal, opened fire at the Edmond post office around 6 45 am killing 14 and wounding at least four before killing himself. Police say most victims were at their work stations.
Ector County replaces signs that warned no vending in county rights of way with standard No Parking notices after County Judge Jan Fisher deemed the original messages inaccurate. The eight signs cost about seven dollars each, and were placed August 11 at locations like 16th Street and FM 1936 where vendors gather. The commission had debated a policy on parking and vending in public rights of way, with a 3-1 vote to authorize posting the signs.
Refugio Garden Gonzalez, a 22 year old Mexican national, testified he swam the Rio Grande before dawn rather than accept claims of sex money drugs and a place to stay from a Terlingua woman who allegedly abducted and raped him. Jurors began deliberations after 11 a.m. He faces up to nine years and a $10000 fine if convicted.
Retired attorney Hal Rachal proposes selling up to 19 million gallons of water daily from a ranch 110 miles south of Odessa. He envisions pumping renewably sourced water via a 36 inch line to Midland and other cities at about 25 cents per thousand gallons, though officials call the cost and distance prohibitive.
Gov Mark White starts a one year increase of the sales tax from 4 125 to 5 25 percent to plug a 3 5 billion deficit with about 810 million in revenue and 1 4 billion in spending cuts. He limits the call to this tax change and bills on banking and income tax prohibitions. He rejects wagering and lottery plans as insufficient to close the gap.
