Allstate, Texas second-largest home insurer, will refund about 686000 policy holders a total of $60 million as a credit on next renewal statements or a refund check for former customers. Average refund about $91, varying by home value, with credits starting Aug 30 and checks for those no longer insured. The refunds stem from a 2003 2004 rate reduction settlement ordered by the Texas Insurance Department.
