Refinery faces fine for dumping wastes in Odessa
The American Texas Water Commission staff recommended a 30900 fine against Shell Oil Co Odessa Refinery for unauthorized dumping of hazardous chemicals and for an inadequate groundwater monitoring system. An inspection in March found the refinery dumping industrial wastes into groundwater. Ref inery Manager Jim Neirman disputed the findings saying no laws were violated and data does not support violations. Meanwhile a Midland County jury cleared 27-year-old Raphel Eugene French in the 1984 death of Amy Gomez, but he still faces trial on an arriving while intoxicated charge from the same crash.

Ector ISD to raise tax rate in 1986 87 budget
Attorney Volores Abalos outlined the plan as the Ector County Independent School District proposes a 0.7 cent per 100 valuation increase for 1986-87. Bill Walker said the tax rise will lightly affect taxpayers and the board will approve August 26. Odessa College trustees also approved a 1986-87 budget raising the rate to 14.4 cents per 100 valuation and a $14.03 million total.
