Defense chief Clifford told a Washington news conference the United States will not cut back bombing of North Vietnam without a clear signal from Hanoi. He warned a lull could presage a third North Vietnamese offensive and urged restraint until a workable agreement emerges. He noted U.S. troop ceiling holds at 549 560, with 5,000 more sent recently, and reported weekly combat deaths around 181.
