Odessa council sets maximum property tax rate at 49.3 cents
Odessa City Council approved a maximum property tax rate of 49.3 cents per $100 valuation, limiting future increases to 2.26 cents as it considers an $86.6 million general fund budget. The vote was 3-2 with opponents Councilmen Malcolm Hamilton and Mike Gardner, while Mayor David Turner supports the hike, which could raise about $43 yearly on a $150,000 home and boost total general revenue by nearly $2.8 million. Public hearings are planned for August 22 and September 12 before final approval on September 26.

Houston flooded as heavy rains prompt water rescues
Heavy rains swamped parts of the Houston area causing about two dozen water rescues on Tuesday. Officials warned residents to stay alert as additional storms could worsen flooding in already saturated areas. Forecasters issued a flash flood watch through Wednesday morning and pre staging of emergency crews was planned in anticipation of more rain. Local officials emphasized the city’s bayous and flood control channels generally fared well despite the soaked ground and ongoing risk to homes and businesses in vulnerable areas.
