Midland senior citizens center bans smoking in most areas amid renewed health rules for community spaces. The move follows a broader city effort to reduce secondhand smoke exposure in public facilities and protect patrons and staff.
In Geneva OPEC ministers affirm a plan for temporary cuts to boost prices from Sept 1 to Oct 31. Venezuelan oil minister Arturo Hernandez Grisanti and Saudi minister Ahmed Zaki Yamani say all members back the agreement. Nigeria’s Rilwanu Lukman notes a historic unanimous decision on the plan by Iranian Oil Minister Gholamreza Aghazadeh.
Gasoline at Stop-N-Go stations jumped from 58.9 to 72.9 cents a gallon. District Manager Glenn Boenisch said the rise was not linked to a reported OPEC production cut and noted prices had fallen recently to below cost. He warned prices can't stay below market for long as costs also factor in. Industry officials cite refining and distribution costs and competition with larger chains.
The Ector County Odessa Animal Shelter installed a night deposit on the east side at 910 W. 42nd St. The double-deck cages provide five individually lit compartments for unwanted animals. Animal control officer Tammy White says the cages help the public and began usage about two weeks ago.
State Sen. John Montford of Lubbock calls the 30 day special session an Olympian task to cut the budget as Comptroller Bob Bullock pegs shortfalls at 3.5 billion dollars. Lt. Gov. Hobby campaigns for a plan with 650 million in cuts and 2.2 billion in tax increases while Montford backs revenue bumps and tax on professional services with conditions. House member Kelly Godwin favors across the board cuts and opposes new taxes or fees.
The Texas Legislature weighs adding sales tax to services once exempt to cover a 3.5 billion shortfall in the 37.2 billion two year state budget through August 1987. Auto repair barber dental legal and architectural services would raise hundreds of millions. shop owners warn prices will rise and bookkeeping will increase.
Six of seven Commonwealth members back strict measures against apartheid while Britain limits action. Gandhi accuses Thatcher of ceding leadership, though Thatcher says she compromised for unity. Leaders from Australia Canada India Bahamas Zambia and Zimbabwe join in harsh steps. Britain endorses only a limited package with voluntary bans on new investment and tourism.
