Virginia seeks court ruling to use raw census data for redistricting

Virginia has asked a federal court in Washington to allow redrawing congressional and legislative lines using raw 2000 census numbers without preclearance from the Justice Department. Gov. Jim Gilmore signed the law April 9 to use non sampled data, challenging the Voting Rights Act.
