Oil halt turning point promises boom in Permian Basin
The American Petroleum Institute cites decontrol of crude prices since 1979 as spurring drilling activity. February 1980 motor gasoline deliveries fell 6.6 percent, distillate fuel oil 5.5 percent, with total domestic deliveries down 7.7 percent and national crude production 1.4 percent. Permian Basin projections show 6,790 wells by year end, up nearly 1,300 from 1979, while local officials anticipate major gains for production and Ector County amid a broader industry upturn.

Texas Electric faces fuel and rate hike pressures
Company officials say higher coal and natural gas costs raise fuel charges, with two thirds of the expected rise from fuel and equipment costs. A $67 million Public Utility Commission rate increase last year, plus five prior requests totaling $400 million since 1977, also shapes the rise. Fuel costs pass through to customers with no profit, while base electricity costs include profit and construction costs. From January to April the base rate stayed at 3.56 cents per kWh, and fuel adjustments ranged 1.588 to 1.81 cents per kWh.
