U S diplomats in Havana issued visas for Juan Miguel Gonzalez his wife and child with an infant and a cousin and a teacher and a pediatrician while Cuban officials warned Elian may stay in Cuba if temporary custody is not assured Talks between Miami relatives and Juan Miguel Gonzalez faltered then resumed Justice officials urged a fair prompt resolution Outside Elian’s Miami home protesters formed a human chain demanding the family’s stay The case follows a federal judge ruling that Elian should be with his father in Cuba and potential custody transfer plans hinge on new assurances The elder Gonzalez's U S travel depends on obtaining temporary custody and the timing of a transfer plan remains unsettled
