War era public notice about army and government officials

A damaged OCR fragment reports military and administrative actions, naming various officials and committees. It mentions the War Department, appointments, and local governance references with uncertain phrasing and multiple garbled names. The readable items indicate a broad wartime notice about personnel and orders.
