The Cicero town board ordinances set frontage water charges for all properties fronting streets connected to mains. Rates vary by front width and building stories with specific per year amounts and a minimum where no water is used. Multi family dwellings pay regular rates for the first unit and reduced rates for additional units.
Public notice states Cicero voters will decide on April 4 1899 whether the town should incorporate as a city under the act approved April 10 1872 in force July 1 1872. By order of the board of trustees H A Emerson President of the Town of Cicero.
