HL Gallupe a Phoebus resident was shot on the street at 6 10 pm by inmate Morris Foreman of the Soldiers Home. Gallupe died at 10 40 pm. Foreman fired three shots, only one took effect, the ball entering Gallupe’s neck left of the windpipe and exiting under the left ear. Circumstances suggest the shooting was unjustifiable.
