Washington March 1 The Senate quickly passed the District of Columbia appropriation bill totaling 7 444 677 with half funded by the U S Treasury and half by DC revenues The naval appropriations bill followed increasing major items including Port Royal Mare Island naval hospital and an armor factory The panel also authorized three torpedo boats contracts under 800 000 and set a 400 per ton cap on armor plate prices before pausing for further discussion
The State Department correspondence with Consul General Lee at Havana confirms Lee demanded release of American prisoner Charles Scott after 264 hours incommunicado in a damp Havana cell.
