Kansas Senate committee approved two bills: a 3 percent sales tax on gasoline and motor fuels with proceeds to highway districts, and a tax rebate program returning up to 50 dollars to 1974 taxpayers, rising on a sliding scale. Governor Bennett opposes both and could veto.
Willie L. Cates, 22, allegedly seized one of newborn Siamese twin girls from St. Joseph Hospital nursery moments before state custody placement. The babies Millie Lula and Anna Marie were to be collected by social workers for Kansas Department of Social and Rehabilitation Services.

W I Steve Lansing Jr a 52 year old Houston man died instantly when his kit built BD5J jet crashed during takeoff at Newton City County Airport. FAA investigators and local authorities probe the fatality the first at the airport in years. Lansing had spent weeks assembling the craft and was piloting it for the first time. The jet skidded 284 feet upside down before stopping. The affair is under FAA Newton police fire EMS and sheriff oversight. Lansing is survived by his wife and son.
Gov. Bennett expressed full support for Chancellor Archie Dykes after a major shakeup at the University of Kansas Medical Center heart surgery unit. Dykes replaced Dr. Robert L. Reis with Dr. Frank Masters as acting chief as former leaders resigned amid internal strife and audits showing weak administration.
Reagan spent more than Ford in January across Florida New Hampshire Massachusetts Illinois and North Carolina with Florida showing the largest gap. Reagan's total January outlay was 1.25 million versus Ford's 723 512. Cash on hand and yearly totals also favored Reagan but Ford held more cash at month end.
