Frederick County Commissioners seek authority to impose a transfer tax up to 1 percent on real estate deeds rights of way and leases plus residential and commercial transactions. They view it as a revenue replacement for impact fees and expect faster county revenue with up front payment by developers.
Frederick County commissioners on Tuesday approved asking the state legislature to raise salaries for the sheriff treasurer and state's attorney. Proposed first-year increases are 10000 for the sheriff 5000 for the treasurer and about 3500 for the state's attorney with a 3 percent annual raise for the next three years if approved. Sheriff Jim Hagg expressed reluctance noting his deputies should also get raises. The board aims for the 1998 salary changes to begin after elections and sets the attorney's raise at about 3500 in 1998 and 3 percent thereafter.

A Maryland watchdog group reports at least 200000 pounds of toxic chemicals dumped into the Potomac River during the 1990s. The study notes overall pollution declined as facilities must report discharges to the EPA. It ranks Patapsco River as most polluted and cites Conococheague Creek and Potomac figures from EPA TRI data.
Frederick resident Les Dorr appeared on Jeopardy after a Washington audition process. He competed in two games taped in one day, winning 10,801 dollars in the first episode before losing the second. He traveled to California for the taping with lucky charms.
The moon enters the penumbra at 845 pm and moves into Earth’s umbra by 912 pm, darkening to orange red or brown as a partial eclipse. Totality begins at 1018 pm with color changes and shifting shadows, with Saturn visible just below or to the right of the moon.
Stargazers are urged to view Thursday night as the moon will enter Earth’s shadow for what scientists say may be this century’s final total lunar eclipse. Saturn could also be visible as the event unfolds under mostly clear skies with harvest moon lighting the scene.
